NEW HAVEN PUBLIC SCHOOLS PRESENTS DRAFT OPERATING BUDGET REQUEST WITH 3.5% INCREASE TO KEEP POSITIVE MOMENTUM WITH SCHOOL CHANGE

New Haven Public Schools on Monday presented a draft budget plan for the coming year that seeks a 3.5 percent increase in the operating budget to maintain core education services and to avert major interruption to progress toward achieving School Change goals.

At Monday’s Board of Education meeting, school district officials presented a $184 million draft operating budget for FY 2013-14 that requests a $3 million increase in funding from the city. The increase in funding is necessary to cover contractual salary increases and rising transportation and other costs as well as make up for lost revenue from federal and state grants. Even with the requested $3 million increase from the city and a $3.3 million increase in ECS funding from the state, the Board of Education will have to find additional cuts worth $9.4 million to balance the budget. Cuts will likely have to come from personnel (through attrition) and other areas and will be even more dramatic if revenue is further reduced.

“This budget will be a balancing act from day one. Even with the requested increase from the city, New Haven Public Schools will be forced to make difficult decision about where to make cuts that will have the least impact on services for our students. Our proposed budget invests in teachers, technology and the kinds of resources that contribute most to children’s education. Any decrease in the budget runs the risk of slowing or reversing the strong gains and improvements we are making in our schools,” said Superintendent of Schools Dr. Reginald Mayo.

The budget request reflects the third year of Site Based Budgeting, a model of school-by-school budgeting that increases transparency and accountability for school district funding. The 2013-14 draft budget request for New Haven Public Schools can be viewed in its entirety on the website.
