Why does cataloguing hang there with the hourglass after which it is followed by a not responding message?

This problem actually has to do with the permissions on the machine. Here are the instructions to fix the problem:

1) logon as the Administrator.
2) start | Run
3) regedit(for XP): regedit32(for NT, 2000)
4) expand 'HKey_Local_Machine'
5) Click on 'Software' folder
6) (XP) right-click, click 'Permissions': (NT, 2000) click on 'Security' |
Permissions.
7) Add everyone group and give them full control.
8) DO NOT give full control on child directories.
9) Repeat these steps on:
        a)HKey_Local_Machine/software/Oracle
        b)HKey_Local_Machine/software/The Library Corp.
10) logon as user having problems and try again.
